加拿大新學(xué)簽管理細(xì)則于今年6月1日起實(shí)行

　　加拿大新學(xué)簽（Study Permit）管理細(xì)則已經(jīng)出臺，將于今年6月1日起實(shí)行，IDP項(xiàng)目辦公室加拿大部留學(xué)專家總結(jié)歸納了以下幾個重點(diǎn)和大家分享。

一、只有認(rèn)證教育機(jī)構(gòu)可以招生

　　To apply for a study permit on or after JUNE 1, 2014, you will need to have a letter of acceptance from a designated learning institution.

　　6月1號之后，申請學(xué)簽必須需要認(rèn)證學(xué)校的錄取通知，非認(rèn)證機(jī)構(gòu)的學(xué)生將不能申請學(xué)簽。

　　A list of designated learning institutions at the post-secondary level will beavailable on the CIC website by JUNE 1, 2014

　　官方名單將在6月1日公布。

二、學(xué)生許可申請時需要填寫認(rèn)證教育機(jī)構(gòu)的Number

　　Study permit applicants must record the Designated Learning Institution (DLI) Number on their study permit applications after June 1, 2014.This number can be found on the designated learning institution list, which will be published on the CIC website by June 1, 2014.

　　6月1日之后，申請學(xué)生許可需要填寫認(rèn)證教育機(jī)構(gòu)的Number，所有認(rèn)證教育機(jī)構(gòu)的Number6月1日可以在CIC網(wǎng)站上查詢。

三、非認(rèn)證學(xué)校的在讀生暫時不受影響，擁有三年暫緩期

　　If you were issued a study permit before June 1 and arestudying at aninstitution that is not designated for international students:

　　• you will be able to pursue the program of study that you are enrolled in for theduration of your current permit; and

　　• you will be able to renew your study permit in order to complete your program,but not beyond June 1, 2023.

　　如果你獲得學(xué)簽是在6月1日之前，移民局還是允許你在非認(rèn)證機(jī)構(gòu)上學(xué)直至2023年6月1日。

四、轉(zhuǎn)學(xué)必須主動通知CIC，并且只能在認(rèn)證教育機(jī)構(gòu)里面轉(zhuǎn)

　　You must notify CIC via your MyCIC account when you aretransferring from onedesignated learning institution to another, even if it isat the same level ofstudy.

　　If you are thinking about changing your institution oryour program, you needto ensure that you continue to meet the conditions ofyour study permit, aswell as the conditions that allow you to work, should youwish to work duringyour studies.

　　6月1日之后，你如果轉(zhuǎn)學(xué)，只能在認(rèn)證機(jī)構(gòu)里面轉(zhuǎn)，而且你有責(zé)任通過mycic電子帳戶來通知移民局的轉(zhuǎn)學(xué)情況。

　　As of June 1, 2014, all study permit holders in Canada will need to activelypursue studies. This means that:

　　• if you hold a study permit, you must remain enrolledand make reasonable andtimely progress towards completing your program; and

　　• failing to do so could lead to your removal fromCanada.

　　Your edUCational institution will report to CIC on yourcontinued enrolment andacademic status. You may also be asked by an immigrationofficer to provideevidence of your continued enrolment and academic status.

　　新政后移民局將會通過認(rèn)證教育機(jī)構(gòu)的匯報(bào)來掌握學(xué)生的實(shí)際學(xué)習(xí)狀況，所以如果你入境不讀書注冊或者轉(zhuǎn)學(xué)不通知移民局的話，你很有可能會收到removal order 被遣送離境。

關(guān)于轉(zhuǎn)學(xué)具體結(jié)合幾種實(shí)際情況重點(diǎn)說明一下：

　　還有一種情況需要說明一下，就是手上有兩個offer，還沒入境就已經(jīng)打算轉(zhuǎn)學(xué)的。具體出現(xiàn)這種情況的原因，可能是心儀學(xué)校的offer來的比較晚，來不及申請簽證，所以先用一個offer提前遞簽。

　　我發(fā)現(xiàn)這種情況不在少數(shù)，這種情況新政后有個簡單的方法來通知移民局。那就是在機(jī)場入境換study permit時，跟CBSA的官員說實(shí)話，解釋你真正想去讀的學(xué)校是后來那所，一般情況下邊境署的官員會給你按照后來的offer出study permit。如果這樣，你在CIC系統(tǒng)里面自動就更新了學(xué)校信息，新學(xué)簽也會注明新的學(xué)校。

　　不過這種做法可能會有一定的風(fēng)險(xiǎn)，到時邊境署的官員可能會詢問你這樣做的理由，事先要準(zhǔn)備好，不要讓他們懷疑你入境讀書的動機(jī)真實(shí)性。

1、持有老學(xué)簽的，去年或者今年6月之前入境已經(jīng)更換了學(xué)校。（中間沒有更換過學(xué)簽）

　　這種情況，6月1日之后最好通知CIC。理論上原來只要是post-secondary level的轉(zhuǎn)學(xué)就無需更換學(xué)簽或者通知CIC，另外學(xué)校也不會去主動向CIC報(bào)告學(xué)生注冊出勤狀況。但是新政后，所有認(rèn)證學(xué)校都必須報(bào)告，這里面針對第一種情況就會有潛在的問題出現(xiàn)。你原來轉(zhuǎn)學(xué)的學(xué)校還是否存有你的檔案？

　　如果學(xué)校還存有你的檔案，那它就會向CIC報(bào)告你缺勤或者沒有注冊，這時候你如果不主動向移民局報(bào)告你的轉(zhuǎn)學(xué)行蹤，很可能就會出現(xiàn)問題。

　　如果之前的學(xué)校已經(jīng)刪除了你的檔案，那它就不會報(bào)告你的行蹤，你理論上也就不需要主動報(bào)告你移民局了。

　　所以我的建議是，為了避免無謂的麻煩，最好6月1日之后自己主動申報(bào)給CIC。

2、持有新學(xué)簽，6月1日入境后，轉(zhuǎn)學(xué)或者沒有去原學(xué)校報(bào)到注冊的。

　　此情況必須要主動向CIC申報(bào)。

3、持有老學(xué)簽，入境后轉(zhuǎn)到非認(rèn)證學(xué)校學(xué)習(xí)的

　　情況類似第一種，如果你中間并沒有更換過學(xué)簽，你最好通知CIC，讓他們知道你在實(shí)際學(xué)習(xí)，哪怕是在非認(rèn)證學(xué)校學(xué)習(xí)。這種情況下的老學(xué)簽仍然有效，并可以申請延期，但只能到2023年6月1日。

4、學(xué)簽將具有工簽屬性

　　On June 1, 2014, if you hold a study permit but you havenot yet applied for anOff-Campus Work Permit, you are authorized to work offcampus without a workpermit as long as you meet the eligibility requirementsfor working off campus.

　　 If you apply for a study permit on or after June 1, 2014,the conditionsrelating to your eligibility to work off-campus will be writtenon your studypermit.

　　6月1日之后，持有有效學(xué)簽可以合法打工。平時每周20小時，暑假假期可以全職。

　　對于6月1日之前頒發(fā)的老學(xué)簽，雖然頒發(fā)時上面沒有寫著可以打工的條件，但是新政后等同于新學(xué)簽，可以直接憑老學(xué)簽去service Canada申請SIN，合法打工。

　　對于6月1日之后頒發(fā)的新學(xué)簽，上面將會注明你可以合法打工的條件。

5、對于COOP實(shí)習(xí)工簽

　　New rules may affect your eligibility to work as part ofa co-op orinternship program:

　　• Starting June 1, 2014, you will be able to work aspart of a co-op or internshipprogram only if the work is an essential part ofan academic, vocational orprofessional training program offered by adesignated learning institution.

　　•To work as part of a co-op/internship program, youwill need a co-op work permitthat is separate from your study permit.

　　• If you are studying English or French as a secondlanguage (ESL/FSL), orparticipating in general interest or preparatorycourses, you will not beeligible to work during your studies, unless youbecome eligible to apply for awork permit with a positive Labour MarketOpinion from Employment and SocialDevelopment Canada.

　　對于COOP實(shí)習(xí)工簽，新政后還是需要申請。對于ESL/FSL的學(xué)生，將不允許打工，學(xué)簽上面會注明此條件。
